Carbon costs could average $31 per ton in upcoming climate proposal

Carbon prices could average about $31 per ton during the initial phase of the yet-to-be-unveiled climate-and-energy legislation, according to projections from Point Carbon, a market-analysis company. The projected average price for carbon dioxide equivalent between 2013 and 2020 is only a few dollars higher than that forecasted for 2020 under the House-passed climate legislation.
