Homeowners continue to default despite modification efforts

The Treasury Department and the Housing and Urban Development Department released data this week that show the government's mortgage-modification program has struggled to curb the rising number of homeowners who default. The Treasury did not have an explanation for why more borrowers are defaulting even after getting help through the Making Home Affordable program.
