Loan-modification effort fails to stem increase in defaults

The U.S. Treasury and Housing and Urban Development departments released data showing that the government's mortgage-modification program failed to reduce the number of homeowners who defaulted on their loan. The Treasury did not have an explanation for the reason more borrowers are defaulting even after getting help through the Making Home Affordable program.
