NYC officials plan freight-shipping upgrades, rail links

New York City wants to get closer to rail. To that end, city officials announced a proposal to improve its waterway ports that connect shippers with the national freight-rail system, which begins in New Jersey. Included in the proposal are plans for a Cross Harbor Rail Tunnel that would link the boroughs to railways.
