Sen. Graham considers tax on gasoline

Sen. Lindsey Graham, R-S.C., is considering a new fee on gasoline, which would establish a separate per-gallon gas tax with an eventual adjustment related to lower industrial and utility pollution levels. Graham says his idea is not a straight gasoline tax because as emissions fall, so would the effect of the tax on gasoline. Other Senate Republicans have distanced themselves from the plan, saying the tax is Graham's idea alone.
