Congress passes budget for fiscal 2011

The House and Senate passed the fiscal 2011 budget, which includes $38 billion in spending cuts through the end of the fiscal year on Sept. 30. The measure will now go to the White House for President Barack Obama's signature. Some Republicans say they are not satisfied with the budget because spending cuts are not deep enough. Meanwhile, Democrats criticized some policy provisions in the budget.
