Penney to maintain staffing, store count

J.C. Penney won't close stores or cut jobs under CEO Myron Ullman, as it seeks to reverse sliding sales and figure out which changes made under predecessor Ron Johnson the department store will keep. The retailer also said Monday that it has drawn $850 million from its line of credit and will look to access other avenues for raising capital.
