Bush sets goal of ending growth in greenhouse-gas emissions by 2025

President George W. Bush will call today for a new climate-change target: halting the growth of the nation's greenhouse-gas emissions by 2025. Bush is also said to be open to discussions of market-based approaches to cap greenhouse-gas emissions. He had been a staunch opponent of a mandatory "cap-and-trade" plan in favor of voluntary measures.
