Calif. city holds off on plastic-bag ban

The City Council of Laguna Beach, Calif., on April 6 decided to stall on a proposal to ban single-use plastic bags until the state Supreme Court rules on legal challenges filed in other cities over such bans. "We believe a better idea for Laguna is to step up education and maybe get people to use reusable bags," said City Manager Ken Frank.
