PLAs become top issue in $110M Vermont bridge project

Project labor agreements have become a thorny issue on a $110 million bridge project in Vermont. The legislature wants to require bidders to include PLAs; the governor's office disagrees, saying that such agreements would put contractors in the state -- who typically run open shops -- at a disadvantage.
