Milwaukee voucher program set to expand

Wisconsin Gov. Jim Doyle has signed legislation to boost the number of Milwaukee students receiving vouchers from 15,000 to as many as 22,500 in the next school year. Studies of the Milwaukee program, the nation's oldest and largest voucher initiative, as well as of similar programs in other cities, have been mixed as to whether school choice has raised student achievement.
