The Florida Department of Transportation this week said it will not re-bid a contract to build a tunnel to allow trucks to travel under Biscayne Bay instead of through downtown Miami. The tunnel will aid a planned increase in port cargo capacity. A consortium led by French construction company Bouygues Travaux Publics was selected to lead the construction. In 2008, Bouygues was in the process of replacing its financial partner, which raised concerns among DOT officials.
