Opinions abound from ECB council members over rate cuts

Action on interest-rate cuts in the eurozone is bogged down because the European Central Bank's 22-member Governing Council is sharply divided over whether to take rates down to near zero. Jean-Claude Trichet, the bank's president, has not been able to negotiate a compromise from members who have strongly held, but different, views about where Europe's fiscal policies should head next.
