Coast Guard chief sharply criticizes military budget cuts

Adm. Robert J. Papp. Jr., the Coast Guard's highest-ranking officer, on Monday came out against budget cuts proposed by President Barack Obama, saying they would make it difficult for the Coast Guard to continue carrying out its missions. Papp's comments differ from what has been said by other members of the Joint Chiefs of Staff, who so far have supported the administration's efforts to cut spending.
