Navy chief: Shelving ships early "best choice" possible in budget cuts

The Navy's decision to retire seven warships earlier than planned wasn't what the service wanted, but was the "best choice" possible given budget constraints, Navy Secretary Ray Mabus said this week. The Navy will be called upon to defend the move when its plans are examined by the Senate Armed Services Seapower Subcommittee and the House Armed Services Oversight and Investigations Subcommittee.
