Some states add reading tests for elementary teachers

In some states, such as Wisconsin, licensing tests for elementary-school teachers now include a separate exam on reading instruction. Supporters of the change say it will improve reading instruction in schools. However, there is debate over the exams' focus on a particular type of reading instruction. Also, education schools have resisted using the exam results to evaluate their success.
