Soaring costs jeopardize proposed New York wind farm

Plans for a wind farm in the waters off Jones Beach, N.Y., are "on life support" as costs soar well above $600 million. New contingencies from contractor FPL Energy also require that the Long Island Power Authority bear some of the risk of the project, but LIPA could benefit if the project came in under budget.
