Report advocates infrastructure bank, new view on costs

A new report, "Infrastructure 2010: Investment Imperative," produced by The Urban Land Institute, offers insight on how the U.S. can catch up with the rapid infrastructure investments being made by Australia and China. To start, the report supports the creation of the national infrastructure bank. The U.S. must also recognize that it needs to pay for infrastructure through tolls or taxes.
