A stellar reliability program needs a vision -- without one, you risk wasting time and resources, says reliability expert Josh Rothenberg. Additionally, a reliability program needs to be based on best practices; it needs to include priorities and be rooted in a master plan. Finally, metrics must be in place to judge a program's efficacy.
