Proposal to raise utility rates for renewables irks Fla. governor

Florida Gov. Rick Scott raised concerns about state legislative proposals that would allow utilities to charge ratepayers as much as $1.5 billion over four years to offset the cost of renewable-energy projects. The bills would require utilities to prove that the projects are cost-effective. A spokesman for Florida Power & Light said the cost to customers would be less.
