Texas mayor looks to change ethics code

San Antonio Mayor Julián Castro has proposed revisions to the ethics code that include hiring a compliance officer and prohibiting City Council members from doing business with board trustees they appointed for local-government agencies. "I believe they're important because they'll have the effect of increasing transparency," Castro said of the revisions, which were sparked by a conflict-of-interest case.
