In Georgia, elsewhere, debate continues over social promotion

Georgia has hopped on board a national trend toward ending social promotion, even though recent studies have not found that repeating a grade conclusively helps struggling students. State officials believe about 10% of the state's 100,000 third-graders will not pass this spring's state tests required for promotion to fourth grade.
