DOD should mull joint development programs, Navy official says

The Department of Defense should reconsider what it wants from joint development programs, said Rear Adm. Timothy Heely, the head of the Navy's strike weapons and unmanned aviation program. The Pentagon cut funding for the Joint Unmanned Combat Air Systems program in fiscal 2007.
