New data suggests that seismic waves may be at least 25% less intense near faults than previously thought, calling into question the billions spent on earthquake retrofit projects. But changing building codes is controversial. "There's an issue of science and an issue of politics," said Norm Abrahamson, an engineering seismologist at Pacific Gas & Electric, who contributed to the new models.
