Bill that would penalize owners of wayward pets clears Mo. House

The Missouri House has passed a bill that would allow for misdemeanor charges to be brought against owners of pets that bite or injure humans without provocation. The measure, which will go to the Senate for review, carries a maximum $300 fine and jail term of up to 15 days.
