FCC safety official pushes levy to fund public-safety net

A top FCC official has suggested levying a fee of 50 cents a month on each broadband user to subsidize a $16 billion public-safety network. James Barnett Jr., chief of the FCC's public-safety and homeland security bureau, said he believed the idea should be added as part of the National Broadband Plan.
