Amtrak is creating a "neighborhood watch" program to help keep people safe from tracks and trains. Called "Partners for Amtrak Safety and Security," the program seeks to tap the interest of rail fans -- who already watch trains religiously -- to keep an eye out for community safety. Amtrak will issue membership cards and offer training on what to watch for. "They know sometimes better than our employees," said Amtrak Police Chief John O'Connor, referring to Amtrak's fan base. "They know engine numbers and car numbers and time tables. They know better than the fisherman knows the tides."
