A Rhode Island lawmaker is proposing that the state's students be banned from using cellphones during the school day. Under the proposal, students would receive one warning before their phones are confiscated. Supporters say such a policy could curb disruptions and cyberbullying, but some educators say a statewide ban would be difficult to enforce.
