The leaking roof at the George Washington Carver Community Center in Peoria, Ill., will be replaced to allow the facility to resume its operations. The institution postponed reopening this month because of the roof, according to Norman Lippett, the center's board chairman. "It's creating a safety issue. There are no glaring holes in the roof, but there are noticeable cracks and water leaking to the floor," Lippett said.
