White House, Republicans clash over budget issues

The White House warned Wednesday that President Barack Obama would not sign any new appropriations bills until the GOP leadership returned to previously agreed spending targets. The move followed coordinated efforts by House Republicans to stave off defense cuts agreed to as part of last summer's debt talks by stripping tens of billions of dollars from federal poverty and hunger-relief programs.
