A4A: FAA has discretion to avoid furlough plan

Airlines for America challenged the Federal Aviation Administration's decision to furlough air-traffic controllers, saying the agency has all the discretion it needs to avoid it. "The FAA has discretion to implement cuts without furloughing air traffic controllers," a group representative said. "Unlike Customs, TSA and other agencies, they have not acted to minimize potential impacts." A4A also said the FAA has given "no specifics or explanation of methodology" for the decision, only that the FAA predicts a "10% sequestration cut will equal 30-40% capacity reductions at certain points."
