EU member states consider carbon proposal

The 27 member states of the European Union met on Thursday to discuss the future of the carbon market. The EU Parliament voted against a proposal for backloading some carbon allowances to prop up the carbon market. However, the proposal could still be passed if it garners enough government votes.
