Analysis: Food safety varies by state

Some states are vigilant about investigating cases of food-borne illnesses, while others are slow to identify problems. More than 3,000 federal, state and local health departments are responsible for finding contaminations in food, but they tend to be underfunded and poorly equipped to communicate well with each other.
