Verizon Wireless counsel seeks changes in spectrum policy

Federal lawmakers and regulators need to change their approach toward launching a national public-safety network in favor of a public-private partnership rather than through the FCC's attempts last year to mandate the building of such a network through spectrum auctions, Verizon Wireless General Counsel Steve Zipperstein urged Friday. In a speech, Zipperstein said the government should instead open up the frequencies in the 700-MHz spectrum on a local and regional basis.
