Health costs outrank tax increases as No. 1 small business concern

For the first time since the survey by the National Federation of Independent Business began, rising health care costs have emerged as the biggest concern of small business owners, ahead of tax increases. Some small businesses are coping by eliminating health benefits or shifting premium increases to employees.
