Report: Florida schools too heavy-handed with discipline

Florida districts' vaguely defined zero-tolerance policy led to 26,990 school-related referrals to the Florida Department of Juvenile Justice in the 2004-05 school year, a situation that's putting students on a "schoolhouse-to-jailhouse" track, according to a new report by the NAACP-affiliated group Advancement Project. The study concludes schools should be spending the millions of dollars earmarked for school police on counseling, parental involvement and other school programs instead.
