Teachers unions oppose Los Angeles mayor's takeover plan

In an unusual twist, California Gov. Arnold Schwarzenegger has endorsed Democratic Mayor Antonio Villaraigosa's plans to take over Los Angeles schools, but some municipalities within the district and teachers unions have objected to the proposal, which will go before the Legislature. Lawmakers disagree as to whether the proposal would require a change to the state constitution.
