Congress marks Earth Day with push for carbon bill

The House Energy and Commerce Committee is beginning work this week on a cap-and-trade bill that it will present to lawmakers in May. Citing global warming as a national security, environmental and economic issue, House Speaker Nancy Pelosi, D-Calif., predicted that Congress will approve the legislation by year's end.
