Florida county will not sue over water-rate increase

The Brevard County Commission declined to pursue legal action against Cocoa, Fla., for raising water rates by 15%. The one-time rate increase raised $5.1 million to replace aging water infrastructure. The commission found that the rate increase was on a par with fees other cities charged for water.
