National climate-change office would aid states, businesses

House committee members are considering an energy bill that would create a national climate service, as well as mandate an 83% reduction in greenhouse gases by 2050. The national climate service would advise states, businesses and local governments on climate-change planning. The national climate service would be part of the National Oceanic and Atmospheric Administration.
