Commentary: Lack of manpower hinders Dodd-Frank implementation

Regulators are working to implement the Dodd-Frank Act, but their efforts are hindered by a lack of manpower, writes Barbara A. Rehm. Several essential jobs, including director of the Consumer Financial Protection Bureau, are held by "acting" officials or are vacant. "President Obama needs to focus on financial services, find the right people to fill these jobs and get the nominations to Capitol Hill," Rehm writes.
