Louisiana levees may require private certification

Levees built by the Army Corps of Engineers in Louisiana's Bossier Parish may need to be certified by private sector engineers at a cost of millions. The Corps believes certification, which is required by the Federal Emergency Management Agency, is a "non-federal responsibility," but Louisiana says it can't afford the cost.
