Thousands of jobless workers ineligible for COBRA

The federal government extended the terms of COBRA benefits for laid-off workers, but thousands of people may be ineligible because they worked for small firms or the business they worked for went under. The law applies only to businesses with 20 or more workers, except in states that enacted "mini" COBRA laws.
