D.C. developers face stricter runoff rules

In an effort to stop pollution from flowing into area waterways, the U.S. Environmental Protection Agency will require green roofs, rain barrels and other strategies that trap runoff at new and redeveloped buildings in Washington, D.C. Under the plan, developers must trap 90% of the water that falls on their property during a storm.
