A new federal program has put $48.8 billion in highway funds up for grabs. The Hiring Incentives to Restore Employment Act extends surface-transportation programs through the end of 2010 and injects an additional $40.1 billion into the Highway Trust Fund. "These funds will help make it easier for states to put people back to work and begin long-term projects," said Transportation Secretary Ray LaHood. Meanwhile, states are considering their own transportation-infrastructure funding.
