Federal tech chiefs look to legislation to improve roles

Tech chiefs at federal agencies are facing a fragmentation of authority and increased regulatory pressure, but they're hoping a bill passed by the House will remove some obstacles. The Federal Information Technology Acquisition Reform Act would give chief information officers more decision-making authority on budget issues and empower them to take more risks.
