The National Conference of Insurance Legislators plans to study state regulation of insurance. The study is an effort to learn where regulation works and where it could become more effective and efficient. Meanwhile, federal lawmakers are considering creating an optional federal charter. "If the policy ambition of some to create an optional federal charter becomes a reality, the states must be in a position to have a real and legitimate state option for insurers that may contemplate securing a federal license," NCOIL President Alan Sanborn says. "This study will assist in that effort."
