California lawmakers debate cause of state drought

California lawmakers are facing off over the causes of the state's drought. Some Republicans contend that the drought is man-made, stemming from water regulations protecting endangered species of fish in the state. Lester Snow, director of California's Department of Water Resources, called the claim "ridiculous." Meanwhile, Gov. Arnold Schwarzenegger launched a Save our Water public education program on Tuesday that encourages residents to conserve water.
