Calif. district adopts reforms that includes merit-pay features

Five schools in California's San Bernardino district will undergo an intervention model that will reward teachers who boost student achievement with additional pay, flexible work conditions and advancement opportunities. However, union leaders say they are concerned that the plan seems to encompass merit-based pay for teachers.
