Will tax credit spur small businesses to offer health insurance?

The health insurance tax credit that kicks in this year applies only to some companies with 25 workers or fewer, and only even smaller firms will get the full 35% credit. It remains to be seen whether the credit will convince the smallest businesses to offer health insurance. About 40% of those businesses currently offer the benefit.
